Will my insurance cover EMDR or trauma therapy? Yes — insurance reimburses based on the diagnostic code, not the modality. EMDR, IFS, somatic work, and other approaches are billed under the same psychotherapy codes as standard talk therapy.

Pennsylvania Telehealth Therapy Laws

Telehealth therapy in Pennsylvania is governed by a combination of state licensure requirements, insurance parity statutes, and federal HIPAA regulations. Understanding the basics protects you from providers operating outside the rules.

Licensure Requirements

Any clinician treating a PA resident must hold an active Pennsylvania license — regardless of where they’re physically located. A therapist licensed only in another state cannot legally treat you in PA. Verify any therapist’s license at PALS.

Insurance Parity

Pennsylvania has telehealth parity provisions requiring most commercial insurance plans to cover medically necessary telehealth on the same basis as in-person services — same copays, same deductibles, no extra restrictions.

Privacy & HIPAA

Telehealth therapy is held to the same HIPAA standards as in-person care. The platform must be encrypted with a Business Associate Agreement. Free Zoom, FaceTime, Google Meet, and text messaging are not HIPAA-compliant.

What about across state lines? Generally, sessions must take place while you’re physically in PA. Some clinicians hold licenses in multiple states, expanding flexibility. We discuss travel scenarios with clients individually.
